Supplier Scorecard

 

Performance of the suppliers will be measured and published on a monthly basis.  Each supplier will be rated in the following metrics.  With the exception of the Management metric, each metric will be individually scored in a percentage number.

  • Quality:  The Quality Rating is calculated from the 12 month Cost of Poor Quality (COPQ) and the 12 month Spend.  The COPQ is defined as the number of defect incidents detected by Bell or Bell customers, multiplied by a fixed value established by Bell.  Defects detected by the Supplier, and submitted to the Bell Material Review Board, are excluded.  The Spend is defined as the units received at Bell multiplied by the Purchase Order unit price.  The Quality Rating is calculated as 100*(1-(COPQ/Spend)). Cost:  Rating of price of delivered item against a predefined period of performance. For non-LTA items, the default period of performance is 12 months.  For LTA items, the period of performance may vary depending on the contract.  Final rating is the arithmetic average of all items delivered.
  • On-Time Delivery:  The On-Time Delivery Rating is calculated from the PO units delivered and the PO units scheduled for delivery.  On-Time is defined as PO Scheduled Delivery Date plus 2 days.  The On-Time Rating is calculated as 100*(1-(Late Units)/(Scheduled Units)).
  • Management (including Technologies and Responsiveness):  The technologies portion rates the technical capabilities of the supplier, e.g., EDI capability.  Responsiveness is a subjective measurement of the willingness and speed by which the supplier cooperates with BELL HELICOPTER
